Background on ACTED

Position context and key challenges
ACTED started its activities in the Occupied Palestinian Territory in May 2007, with a food security programme in the West Bank. ACTED Occupied Palestinian Territory plans to expand its mission through agriculture, water supply, and economic development projects. Fostering sustainable development of Palestinian civil society while addressing the humanitarian needs of vulnerable rural communities - ACTED’s goal for 2011 has been to capitalise on its previous engagement in agricultural development in the West Bank by supporting the development of the cooperative sector. In parallel, and based on the developments in the region, we have maintained our focus on addressing the remaining humanitarian needs and assisting the most vulnerable populations in the West Bank. In coordination with the Palestinian Authority Strategic Plan of the Cooperative sector 2011-2013, ACTED has sought to strengthen rural cooperatives in the governorates of Salfit and Qalqilya. In addition, ACTED enhanced its emergency livelihoods intervention programme, providing much needed assistance to the most vulnerable rural Palestinian populations in the West Bank.

Position profile

1. Project Implementation Follow-up
a) Prepare the work plan and time schedules for implementing the activities
b) Coordinate and implement day to day activities with stakeholders in field ensuring that technical quality and standards are considered and respected during project(s) implementation
c) Participate in project coordination meetings with the whole project team
d) Review budget utilization and physical target achievements at least once a month as per work plan
e) Ensure activities are on time, target and budget, using effective M&E systems to reach desired impacts
f) Assist the Project Manager to trouble-shoot any unforeseen challenges during the project implementation
2. Administration and Operational Management of Activities Implementation
2.1. Finance
a) Forecast monthly cash requirements for activities and submit to the PM
2.2. Logistics
a) Contribute to the development of Procurement plans
b) Send accurate and precise order forms in a timely manner
c) Ensure a proper management and use of the project assets and stocks
d) Plan team movements based on available fleet and applicable policies
2.3. Administration/HR
a) Participate in the recruitment of technical staff (development of organigrams, ToRs, elaborating the tests and reviewing them; interviews etc)
b) Ensure that staff understand and are able to perform their roles and responsibilities
a) Follow-up the work plans and day-to-day activities of the staff
b) Manage the project staff in cooperation with the Project Manager
c) Ensure a positive working environment and good team dynamics among staff
c) Ensure capacity building among staff
2.4. Transparency
a) Keep record of all activity documents, in particular beneficiary list, completion certificates, attendance sheets, etc.
2.5. Security
a) Ensure that each member of the team is aware of security issues, policies, SOPs and they follow them accordingly
3. External Relations
a) Undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation
b) Cultivate good relations with key humanitarian actors – local and international, including government authorities and non-state actors, through regular attendance at technical meetings and bilateral meetings
c) Ensure that at all times contact with beneficiaries is conducted in a sensitive and respectful manner
d) Identify opportunities to collaborate and coordinate efforts with other organizations to ensure our activities build upon - rather than replicate - the work of others
4. Quality Control
a) Assess the activities undertaken and ensure efficient use of resources;
b) Undertake regular field visits to provide technical guidance and supervision as well as regularly monitor the progress of activities
c) Assists with monitoring the activities implemented by partners (if any) in the field
d) Document lessons learned and best practices and share them with the Project Manager so they can be reflected in project planning and decision making
5. Reporting
a) Provide regular and timely updates on progress and challenges to the Project Manager and other team members
Support the Project Manager in the preparation of progress and final reports, ensuring the quality and accuracy of technical information for activities

Qualifications

Work experience with NGOs, in complex security context
Strong coordination skills, experience of a consortium mechanism is a plus
Good knowledge about international humanitarian principles
Professional attitude, good social skills, and ability to work in a team
Good in time management, setting priorities, and ability to work under pressure and outside office hours
Excellent communication and drafting skills
Fluent in English, spoken and written, including correct grammar
Position based in Ramallah, but covering the whole West Bank

Conditions

Salary defined by the ACTED salary grid; educational level, expertise, hardship, security, and performance are considered for pay bonus
Additional monthly living allowance
Free food and lodging provided at the organisation’s guesthouse
Transportation costs covered, including additional return ticket + luggage allowance
Provision of medical, life, and repatriation insurance
