Terms of Reference for Research
(Open Call)
For the research and development of an Oxfam research brief to quantify and measure the failures of the Oslo peace process.

BACKGROUND AND RATIONALE

Rationale: This project aims to test the hypothesis that the Oslo Accords not only failed, but Palestinians would be better off if the Accords had never been concluded at all.

25 years since Oslo 1 was signed, Palestinians have seen nothing but myriad of broken promises.

Oxfam, on the eve of the 20 year anniversary of the signing of Oslo released 20 facts, which highlighted that despite the hope the Accords promised, Israel continues to increase its control over the land and lives of Palestinians, Gaza is increasingly being cut off from the outside world, Palestinian land, people and society have been fragmented and divided, and a once independent Palestinian economy has been stunted. Five years on, Oslo remains a list of broken promises for Palestinians.

The focus of the project will be to quantify and lay out hard evidence and new analysis that shows clearly what these promises have cost Palestinians, and projects, where possible, how Palestinians’ lives and wellbeing would be better now if the Oslo Accords had never occurred.

In 2013, Oxfam spoke of the first Oslo Accord as a lost opportunity. To mark 25 years since the signing of the Declaration of Principles, the team wants to take this one step further and show the international community not simply that Oslo has failed, but by measuring how much and proving the hypothesis that Oslo has done nothing but further entrench the occupation, including through the failure of parts of the agreement to comply with minimal rules of international law and hold parties accountable for violations of international law and the spirit of the “peace process” .

The research will frame ‘Oslo’ – and the promise it held – not as a document or series of agreements, but also the spirit/concept of the peace process itself.

AUDIENCE AND USE OF FINDINGS

Research will be a combination of quantitative and qualitative* research including desk review of publicly available documents, in addition to qualitative interviews with key stakeholders close to the negotiations between the initial 1991 Peace talks and the first Gaza War (focusing on journalists, academics, former diplomats UN sources and negotiators) to gather evidence to prove the accords were flawed from the outset, and whether those close to the negotiators knew this at the time.

The final product will be an Oxfam 10-14 page briefing paper, written for lobby and media targets, where the research will be distilled and presented along with a narrative evidencing the costs of the Oslo Accords to Palestinians and projecting what the future may have held for Palestinians if the accords had not been signed.

It will need to present strong evidence that shows just how much Oslo has cost Palestinians, quantify its broken promises and what this means for a future Palestinian state

*A survey of Palestinians in Gaza and the West Bank, including East Jerusalem, will also be undertaken to understand whether Palestinians themselves believe the hypothesis of this research paper, however this research work will fall outside of the TOR this research paper to another third party supplier, nevertheless the findings will be expected to be used as part of this paper.

This project is also envisaged to result in new Oxfam analysis and corresponding policy and a strong media story in all target international markets, with strong and new analysis and narrative.

RESEARCH OBJECTIVES

The main objectives of the research are:

  • Quantify the impact of Oslo (and the way it has unfolded) using political, social, economic and poverty indicators for Palestinians living in the OPT. The analysis should include some focus on the thematic areas of Oxfam’s OPTI programmes by examining the social and economic micro and macro impacts at household levels as well as the national level.

  •  Quantify, the different costs of the process to Palestinians to demonstrate how life is getting worse for those living under the Oslo process, despite the massive investments of international aide over time. Relate the international aid costs to the current economic situation of average Palestinians and provide an analysis of estimated costs to the State of Israel had the Oslo process not taken place.  Women’s rights must be a cross cutting theme throughout all of these. Qualitative analysis narrative of whether Palestinians feel better off under Oslo and what is has meant for them

  • Identify and quantify the broken promises of Oslo; the public promises (i.e. the dream of statehood and what this would have meant for people’s lives) vs. what was implemented

  • Identify whether/how the international community made and broke these promises.

  • Document the most significant policy twists and turns throughout the Oslo years and tie these to the declining indicators. This should include some examination of whether the terms of the agreements contributed to the decline, whether the failure of these policy developments to embody principles of international law and/or bad faith in implementation of the agreements contributed to entrenched occupation and the declining indicators.

QUALIFICATIONS AND EXPERIENCE REQUIRED
  • Graduate degree in Economics, Law, or Political Science
  • Understanding of political and economic context of OPTI and well as the Oslo process
  • Strong experience in vigorous qualitative and quantitative research methods, analysis and outputs.
  • Good contacts with key contacts connected to the negotiations in country and in capitals, where appropriate
  • Strong understanding of humanitarian and development themes
  • Strong track record of producing research reports and publications in conflict contexts
  • Fluency and drafting skills in English, Arabic preferable.

  • Financial offer. The amount includes any taxes which may apply. Oxfam will not issue any additional expenses or reimbursements.
Service requirements
Individual consultants and private companies are eligible to apply, subject to the availability of official documents of registration in the country/state where located, Companies/ individuals registered under the Palestinian Authority (PA) are required to submit a zero VAT invoice. Companies/ individuals registered under the Israeli authorities are required to submit an official tax invoice.
Award Criteria
Applicants will be considered after review of submitted applications as specified above. The consultancy contract will be awarded to the strongest application. Other areas to be considered include:
-Years of experience and quality of previous work
- Depth of knowledge of the OPTI context and Oslo process.
- English language skills  (Arabic language skills would also be highly regarded)
Payment instalments will be issued upon receipt of deliverables as agreed between Oxfam and the selected candidate and after submitting an official invoice (VAT or zero VAT invoice).
Deadline for submission of quotes: 04:00 PM Jerusalem time on 25 May, 2018.  Late submissions cannot be accepted.
